Configure Nodes to submit jobs

Does anyone know if this is allowed by default. The software I'm
running tries to launch more qsub jobs from running jobs and it's
failing (EQW state) without any error messages. I'm wondering if this
is the reason?

Do nodes have to be set up to submit jobs in Open Grid Scheduler? Is
this a setting I can change on my instance of star cluster?
