All,
For a temporary fix for the problem, I've edited my /etc/apt/sources.list file, fixing the URLs (shortening the hostname to archive.ubuntu.com).
Then you can
>apt-get update
and
>apt-get install (your-package)
That'll work until the main issue is fixed (/etc/cloud/templates/sources.list.ubuntu.tmpl ?).
