Do you really mean to be installing starcluster on your ec2 node?

The most relevant line is this one:

src/MD2.c:31:20: error: Python.h: No such file or directory

To build Python extensions, you need the Python headers, etc, which should
be be installed with your package manager.
on debian/ubuntu:

    sudo apt-get install python-dev
