You will need to email AWS support or use the linked form from here
http://docs.aws.amazon.com/AWSEC2/latest/UserGuide/using-spot-limits.html
and have them lift this restriction on your account.
The cap applies to all instances under one AWS account-- I would check if there are any orphaned nodes or clusters running via the console. If not, you are right to be suspicious, as I believe the default cap is 20. Also, I think there are two separate caps-- one for spot instances and one for regular instances (but I could be wrong about that).
