slow response to filled spot instance requests

Hi all - I just created a 20-node spot cluster. StarCluster has been
hanging for the last 10-15 minutes on waiting on node to be in a 'running'
state. When I logged into the aws console, I see all the requests have
been fulfilled. Why doesn't startcluster see this? Why is there a delay?
